The Balfour Declaration is a letter dated November 2, 1917, from British Foreign Secretary Arthur Balfour to Lord Walter Rothschild, declaring that the British government "views with favour the establishment in Palestine of a national home for the Jewish people." This 67-word document transformed Zionism from an ideological movement into a project recognized by a great power.
