The covenant is made with those present and with "he who is not here today": future generations are included in advance. This is the textual foundation for the idea that an inheritance binds those who signed nothing. The section also promises that return is always open, from wherever one is dispersed, and that the Law is neither in the heavens nor beyond the seas.
