Il fut Roch Yeshiva de la Yeshivas Rabbeinu Chaim Berlin à Brooklyn, ayant succédé à son beau-père le Rav Aharon Schechter ; décédé en 2024 à 66 ans. Ses parents, Rav Avraham et Masuda Halioua, étaient issus des familles Halioua et Toledano du Maroc.
