Né à Tunis dans une famille juive tunisienne d'industriels (fils de René Cacoub et Mireille Boccara), il obtient le Premier Grand Prix de Rome d'architecture en 1953 et devient architecte-conseil de la présidence tunisienne. Architecte en chef des bâtiments civils et palais nationaux, il a bâti de nombreux édifices en Tunisie et en France.
