Né à Ksar es-Souk (Errachidia) au Maroc, immigré en Israël en 1957. Maire de Yavné (1974-1987) puis député (Likoud, Kadima, Hatnua) et plusieurs fois ministre (Intérieur, Finances, Justice, Éducation, Transports, Logement). Candidat à la présidence d'Israël en 2014.
