Rabbin et notaire de Tanger, longtemps enseignant rabbinique. Après l'établissement du Statut de Tanger, il est nommé en 1924 l'un des trois magistrats du tribunal rabbinique de la ville, puis succède au grand-rabbin Judah Benchimol comme grand-rabbin et président du tribunal rabbinique de Tanger.
