Né au Maroc, il exerça à Meknès où il dirigea l'école Ozar HaTorah, puis fonda voici une quarantaine d'années la communauté consistoriale de Montrouge (Hauts-de-Seine) et la fit prospérer. Père de Joël Mergui, président du Consistoire de Paris.
