Né à Londres de Mayer Moses Nathan (Britannique d'origine allemande) et de Sara Levi (de Pesaro), tous deux juifs, il grandit dans une famille proche des exilés du Risorgimento, dont Giuseppe Mazzini. Installé à Rome, il en fut maire de 1907 à 1913 — premier Juif à cette fonction —, laïque affirmé face au Vatican et modernisateur de la ville.
