Née Cécile Kahn dans une famille bourgeoise juive républicaine (père industriel alsacien ayant opté pour la France en 1870). Présidente de l'Union française pour le suffrage des femmes (UFSF) de 1924 à 1946 et rédactrice du journal féministe La Française. Le 4 juin 1936 elle devint sous-secrétaire d'État à l'Éducation nationale du gouvernement de Front populaire de Léon Blum, l'une des trois premières femmes membres d'un gouvernement français.
