Né à New York dans une famille juive portugaise (père Daniel Levy Maduro Peixotto, médecin immigré des Pays-Bas ; mère Rachel Seixas). Nommé consul américain à Bucarest par le président Grant (1870), il œuvra vigoureusement pour l'émancipation des Juifs roumains, fondant écoles, sociétés culturelles et le B'nai B'rith roumain, et dénonçant l'antisémitisme roumain, préparant le terrain du traité de Berlin (1878).
