Né à Damas en 1943, il fut grand-rabbin des juifs de Syrie et du Liban et le dernier grand-rabbin en fonction de Syrie (1976–1994) avant l'effondrement de la communauté. Il émigra en Israël, où il mourut le 7 mai 2021.
