Rabbin né à Galgóc (Hongrie), issu de la famille Bettelheim de Pozsony (Presbourg). Correspondant sur les affaires juives pour plusieurs périodiques, directeur d'un réseau d'écoles juives, éditeur d'un hebdomadaire politique « Elöre » (« En avant »). Émigré aux États-Unis en 1867, il fut rabbin à Philadelphie (et enseigna au Maimonides College), puis à San Francisco à partir de 1875, où il s'engagea notamment pour la réforme pénitentiaire.
