Fils du rabbin de Soultzmatt Simon Seligmann Loeb, il fut ordonné rabbin au Séminaire israélite de Paris (1862). Secrétaire général de l'Alliance israélite universelle de 1869 à sa mort, il en créa la bibliothèque, l'une des plus riches bibliothèques juives. Il fonda et dirigea la Revue des études juives (1880) et occupa douze ans la chaire d'histoire juive du Séminaire de Paris.
