B04 · marginalia / arabic الاقتراح البريطاني - لمحقنا السياسي - ابدت بريطانيا رغبة اخرى في معالجة قضية وقف حرب فيتنام واحلال السلام بعد ان واجهت الحكومة ضغطا شعبيا قويا يدعوها الى الكف عن تأييد الولايات المتحدة الامريكية في سياستها الحربية ، فاضطرت ان تتقدم باقتراح عقد اجتماع بين الدول المعنية لبحث الوسيلة الكفيلة باحلال السلام وقد سارعت حكومة الولايات المتحدة الى الترحيب بالفكرة واكدت بانها مستعدة للاشتراك في مثل هذا الاجتماع اينما عقد ومنذ تقرر حتى ظن الكثيرون ان بريطانيا هما تقدمت به قبل عرضه على الحكومة الامريكية ومنافسته مما جعل فيتنام الشمالية على اعتباره مناورة او خدعة يراد به تضليل الرأي العام العالمي . وسواء صح هذا الاعتقاد او لم يصح فان الاقتراح قابل للبحث ، وهو ما تعرض لشروط من قريب او بعيد ولم يدخل في صميم القضية ، لكن الذي يمكن قوله ان صدوره من بريطانيا لا يلقى الثقة الكافية لكونها مشايعة للسياسة الامريكية وليست طرفا محايدا في هذه الحرب ، وان نجاحها في هذا الاقتراح ينطوي على مقاصد اخرى في مناطق عديدة ، او ان دولة او دولا محايدة دعت الى مثل هذا الاجتماع لا تختلف وفيه كل نفوس الاطراف المعنية ، ولو ان الدعوة صدرت من منظمة الامم المتحدة لكان تأثيرها عالما ، اما ان الحكومة البريطانية تقوم بهذا المسعى ، فلذلك وجهة نظر خاصة ، ولها ما يبررها في اغلب الاحتمالات والاذهان . ان الولايات المتحدة الامريكية اعلنت عن استعدادها للدخول في مفاوضات مباشرة بشأن قضية فيتنام اكثر من مرة ، ولكنها كانت ترفض الشروط المسبقة ، والاقتراح البريطاني جاء على هذا الغرار ايضا ، اي انه بات يضع جديد يخرج عن نطاق الموقف الامريكي ، ولهذا فالمعسكر المعسكر الاشتراكي بالرفض السريع او السكوت المطبق او الحملات الشعواء ، والتنديد بدوافعه واغراضه ، وهكذا كان مثار زوبعة في المحافل الدولية ، واصبح واضحا بان الحكومة البريطانية لا تستطيع ان تقوم باي دور فعال في هذه المشكلة لانها منحازة الى احد الجوانب وليس في وسعها الا ان تكون مع الجانب الذي تنحاز اليه .

في الطريق الصحراوي من القاهرة الى الاسكندرية وعلى مسافة تصل الى مائتي كيلو متر يطالعك منظر غريب على الصحراء لم يكن له وجود قبل عام ١٩٥٧ . عند الكيلو ٧٠ بعد ان تكون قد قطعت نحو ساعة ولا شيء حولك غير رمال وصمت الصحراء تدخل في منطقة خضراء من الاشجار والحقول والمساكن تصل بك الى ما بعد الكيلو مائة .. وفي منتصف الطريق لا بد ان تبطىء من بعض الوقت تضع سيارتك في جوار السيارات الاخرى التي تستريح هنا اصحابها ليستأنفوا السير .. وبعد ان تكون قد تناولت طعاما او مشروبا مصدره جو نفس المنطقة التي لا تشعر فيها بحرارة الصيف المتقدة فلا بد ان تسأل نفسك هنا ستعرفك بالبشرى ..

دابت لجنتنا الادارية منذ تاريخ انتخابها على اتخاذ كل ما من شأنه تحسين المدارس التابعة لها وتنويع التعليم فيها بشكل يتفق ورغبات مجموع ابناء الطائفة - ولهذا فقد انشأت صفي فرع التجاري في مدرسة فرنك عيني ولما شعرت لجنتنا ان اقبال الطلبة لهذا الفرع محدود جدا مما لا يبرر الصرف عليه قررت في شهر تشرين الاول سنة ١٩٦٥ الغاء الفرع المذكور . ولما بينته لجنة المدارس من عدم امكان تنفيذ قرار اللجنة في حينه لاسباب عملية ارجئ تنفيذه الى العام الدراسي ٦٦ - ٩٦٧ وبناء عليه فقد ابلغت لجنتنا ادارة المدرسة بادخال قرار المذكور حيز التنفيذ اعتبارا من السنة الدراسية المقبلة ٩٦٦ - ٩٦٧ بالنسبة للصف الرابع منه فقط وذلك بموجب كتابنا المرقم ١١٣١ والمؤرخ ١٣ / ٦ / ٦٦ المرفق صورته طيا .

على الاثر تلقت لجنتنا الكتاب المؤرخ ٢١ / ٦ / ١٩٦٦ بتوقيع السيد عبدالله عويد بصفته احد اعضاء اللجنة المدارس والمشرف على مدرستي فرنك عيني من جهة وفرع التجاري من جهة اخرى كما وارسل عن طريق البريد مناشير الى كافة افراد هذه الطائفة نرفق طيا صورة منه لغرض خلق البلبلة والشغب - لقد تضمنت المستندات المذكورة ما لا يتفق مع الحقيقة والميزانيات الرسمية المصدقة من قبل اللجنة انه في الوقت الذي تملك الحق المطلق في كيفية تدوير مؤسساتها بالشكل الذي يتفق مع مبالغ ايراداتها ولا حق لاي ممن يتولون ادارة هذه المدرسة معارضتها في ذلك فانه بالاضافة الى ذلك تكون ما تضمنته تلك المستندات مخالفا للامور الرسمية حيث قد جاء في المنشور ان نفقات الفرع التجاري لا يتجاوز التسعمائة دينار في حين ان اجور اشراف الموقع على تلك المناشير عن هذا الفرع فقط هو الف دينارا بالاضافة الى اجور المحاضرات ورواتب الفراشين والمصاريف النثرية الخ . . . البالغة ( ٥٠٠ / ٣٥١٨ ) دينارا في الميزانية المصدقة من قبل لجنتنا والمقدمة من قبله والمرفقة صورة منها طيا ومن كل ذلك يتضح لمقامكم ان التباكي على الغاء الفرع التجاري من قبل المشرف المذكور ليس مبعثه مصلحة وانما المحافظة على استمرار المنافع الخاصة له بالرغم انه يتقاضى الف ومائة وخمسون دينارا حق الاشراف عن مدرسة فرنك عيني عدا الالف دينارا التي يتقاضاها عن فرع التجاري .

ان لجنتنا تحملت العبأ الكبير في تسيير امور الطائفة الموسوية وهي مضطرة الى اتخاذ كل اجراء تعتقد انه محقق لمصلحة عامة دون ان يؤثر فيها عن قريب او بعيد . ان لجنتنا ملتزمة بايجاد التوازن بين ابواب الواردات والمصروفات لكافة مؤسساتها وامام هذه المسؤولية الخطيرة يكون من حقها اتخاذ اي قرار ينسجم وهذه المسؤولية فليس من المصلحة ان ينفق الرقم المذكور في الميزانية على طلاب لا يتجاوز عددهم الخمسة عشر طالبا علما بان الواردات العامة هي في تناقص مستمر بالنظر لتخفيض الايجارات من جهة ووجود مستغلات خالية من جهة اخرى مع ازدياد المستمر في التي يحصل عليها المعلمون سنويا وامام هذه الحالة يكون قرار اللجنة الادارية متفقا واوضاعها المالية الراهنة حيث ان هناك عجزا ما لا يقل عن العشرة الاف دينارا سنويا . انني بصفتي رئيس اللجنة الادارية شعرت اكمالا بواجباتي انني اعرض كافة الايضاحات الواردة معززة بالمستندات الرسمية وبالنظر الى الكتب المربوطة ⟦اعتبارها⟧ لتحديا واهانة بحق اللجنة لذا اتقدم باستقالتي هذه راجيا التفضل بقبولها ولمقامكم فائق الاحترام .

The Honorable President of the Legal Codification Bureau Subject: Our administrative committee has, since the date of its election, been committed to taking all measures that would improve the schools affiliated with it and diversifying the education therein in a manner consistent with the desires of the community members as a whole - for this reason, it established two classes for the commercial branch at the Frank Iny School. When our committee felt that the student enrollment for this branch was very limited, which does not justify spending on it, it decided in the month of October 1965 to cancel the aforementioned branch. Due to what the Schools Committee explained regarding the impossibility of implementing the committee's decision at the time for practical reasons, its implementation was postponed to the academic year 66 - 967. Accordingly, our committee informed the school administration to put the aforementioned decision into effect starting from the next academic year 966 - 967 regarding the fourth grade of it only, pursuant to our letter No. 1131 dated 6/13/66 a copy of which is attached herewith. Immediately thereafter, our committee received the letter dated 6/21/1966 signed by Mr. Abdullah Owaid in his capacity as a member of the Schools Committee and the supervisor of the Frank Iny School on one hand and the commercial branch on the other hand. Also, circulars were sent by mail to all members of this community, a copy of which we attach herewith for the purpose of creating confusion and rioting - The aforementioned documents included what does not agree with the truth and the official budgets approved by the committee. While it possesses the absolute right in how to manage its institutions in a manner consistent with its revenue amounts, and no one among those who manage this school has the right to oppose it in that, in addition to that, what was included in those documents is contrary to official matters, as it was stated in the circular that the expenses of the commercial branch do not exceed nine hundred dinars, while the supervision fees of the signatory of those circulars for this branch only is one thousand dinars, in addition to lecture fees, janitors' salaries, and miscellaneous expenses etc. . . amounting to (3518 / 500) dinars in the budget approved by our committee and submitted by him, a copy of which is attached herewith. From all this, it is clear to your Excellency that the weeping over the cancellation of the commercial branch by the aforementioned supervisor is not motivated by interest, but rather to maintain the continuation of private benefits for him, despite the fact that he receives one thousand one hundred and fifty dinars as supervision fees for the Frank Iny School, excluding the thousand dinars he receives for the commercial branch. Our committee has borne a great burden in managing the affairs of the Mosaic community, and it is forced to take every measure it believes achieves the public interest without being affected by it near or far. Our committee is committed to finding a balance between the chapters of revenues and expenditures for all its institutions, and in the face of this serious responsibility, it has the right to take any decision consistent with this responsibility. It is not in the interest to spend the figure mentioned in the budget on students whose number does not exceed fifteen students, noting that general revenues are in constant decline due to the reduction of rents on one hand and the existence of vacant properties on the other hand, with the continuous increase in what teachers receive annually. علمت «الجمهورية» ان السيد الرئيس عبدالرحمن محمد عارف رئيس الجمهورية والقائد العام للقوات المسلحة قد كتب مقدمة الكتاب التذكاري الذي سيصدر عن ادارة التوجيه المعنوي في وزارة الدفاع بمناسبة الذكرى السادسة والاربعين . وتشتمل المقدمة ايضا على المبادرات التي وجهت اعمال الجيش في تحرير الوطن وتحقيق سيادته الكاملة وفي مقدمتها ثورة ١٤ تموز والثورات الاخرى المكملة لها . وتواصل شعبة التوجيه المعنوي التي يتولى ادارتها العقيد الركن فيصل شرهان العرس اصدار المطبوعات المختلفة بهذه المناسبة بينها مجلة الجندي التي نرجو ان يتم توزيعها بحيث لا يقتصر تداولها داخل القوات المسلحة والعمل على نشرها بين جميع طبقات الشعب .

علمت «الجمهورية» ايضا ان اللواء حمودي مهدي رئيس اركان الجيش قد وجه الدعوة الى الفريق اول علي علي عامر القائد العام للقيادة العربية الموحدة لحضور احتفالات ذكرى تأسيس الجيش . كما وجه الركن شاكر محمود شكري وزير الدفاع برقية للجمهورية - انه وجه الدعوة الى الاستاذ احمد الشقيري رئيس منظمة التحرير الفلسطينية واللواء وجيه المدني رئيس جيش التحرير الفلسطيني لزيارة بغداد بمناسبة الاحتفال بالعيد السادس والاربعين لتأسيس الجيش .

مديرية التحويل الخارجي في البنك المركزي تقرر : تحديد المبالغ المسموح بتحويلها للمسافرين بـ ١٠٠ دينار التحويلات الاضافية رهن بموافقة ادارة التحويل ولأسباب ضرورية

ابلغت مديرية التحويل الخارجي في البنك المركزي ، جميع المصارف بقرار تحديد المبالغ المسموح بتحويلها الى المسافرين العراقيين بـ ١٠٠ دينار في السنة بدلا من ١٥٠ دينارا وقد وضع هذا الترتيب موضع التنفيذ من اول السنة الحالية . ويقضي القرار ايضا بجواز منح تصريحات لتحويل اكثر من مبلغ المائة دينار فيما ان يشرح المسافر الضرورات الصحية والعلمية والتجارات وغيرها التي يتطلب لاجلها زيادة التحويل الخارجي التي ستكون خاضعة لموافقة ادارة التحويل الخارجي . وعلم ان رسوم التحويل لن تتأثر وستبقى بالنسبة المحددة لها في السابق . ومما يذكر ان ادارة التحويل الخارجي اتخذت في السنوات الثلاث الاخيرة عدة قرارات لظروف قاهرة ، بخفض المبالغ المسموح بتحويلها وخفضت في سنة ١٩٦٣ من ٣٠٠ الى ١٥٠ دينارا ووقع البنك المركزي رسوم التحويل للمبالغ الاضافية بنسب عالية .
