وانتقل مندوب المملكة الاردنية الهاشمية الى الحديث عن مشاريع التعليم الالزامي فقال (ان الاردن يرحب بالمؤتمر الذي سيعقد في الشرق الاوسط لبحث مشاكل هذا التعليم كما انه يتطلع الى ارسال بعثاته الى مركز سرس الليان للتعليم الاساسي . واقترح على المؤتمر ان يساعد اليونسكو في اصدار قاموس علمي يوحد الاصطلاحات العلمية باللغة العربية ثم قال انه يرجو ان تقوى علاقة الاردن بمركز القاهرة للتعاون العلمي كما انه يرحب بانشاء مؤسسة الاحصاء في بيروت وتحدث المندوب عن تدريب الاردنيين حبذا اطالة بعثاتهم حتى يستوفوا البرنامج المقترح . كما اوضح حاجة الاردن الى الاجهزة والادوات والى مساعد فنية منوعة .

واشار الاستاذ خليل السالم الى حديث رئيسي الوفدين المصري والعراقي بخصوص المطبوعات باللغة العربية وقال ان افضل دعاوي لاهداف اليونسكو هي العمل الحقيقي المؤثر - ومخاطبة الشعوب بلغاتها بحيث تضمن المنظمة ان مطبوعاتها تصل الى الجماهير ويقرأها الكثيرون .

وانتقد مندوب المملكة الاردنية الهاشمية الفقرة التي جاءت في التقرير العام خاصة بتعليم (اكبر عدد ممكن) من اللاجئين وقال ان اليونسكو بهذا القرار تناقض مبادئها وتتغاضى عن المادة السادسة والعشرين من حقوق الانسان . التي تقرر ان العلم (للجميع) دون استثناء ومضى الخطيب يتحدث عن قسوة الظروف التي يعيش فيها اللاجئون وابناؤهم ثم قال اننا يجب ان ينال جميع ابناء اللاجئين حظهم من التعليم لا كاحسان وانما تمشيا مع الحقوق الانسانية .

واختتم الاستاذ خليل السالم خطابه بالقول - فاذا استجيب لهذه الرغبة واذا ادركت المنظمة هذه الحاجة العاجلة تستطيع ان نتأكد بان العالم العربي سيكون اعمق ايمانا واشد ثقة باهداف اليونسكو ومثلها .

تقع هذه المدرسة في بستان كبة جنوبي بغداد تلفون ٣٧٩٢ ويمكن الاتصال بالمدرسة مباشرة تقبل المدرسة الاطفال المتخلفين عقليا سواء كطلبة داخليين او خارجيين ويسبق القبول فحص طبي يجري من قبل هيئة اخصائيين لتقرر ان حالة الطفل العقلية لا تعزى الى الجنون الذي هو خارج نطاق اعمال هذه المدرسة . واذا وجد خلال الفحص الطبي اية علة جسمية فان المريض يوضع تحت العلاج والتدريب اللازمين لاعادته لحالته العقلية الطبيعية كما يعرض الطلاب المقبولون في المدرسة لاختبارات الذكاء الفردية وتدرس عاداتهم ويوضع برنامج ملائم لتدريب فعالياتهم وعاداتهم وعليهم اتباعه كما يقسم الاطفال لجامعات ذات ميول خاصة متشابهة بالنسبة للسن والقدرة للغرض ذاته . ويقبل من الاطفال من كان عمره يتراوح بين السنتين الى الثمانية عشر سنة . ان غرض هذا التدريب هو اعطاء الطفل تدريبا خاصا يناسب قابلياته التي يمكن ان تكفل له مستقبلا احسن مما لو ترك في بيئته العائلية التي لا تلائمه وفي الوقت ذاته فان الطفل الشاذ يعتبر اكبر مصدر ازعاج للافراد الطبيعيين الاخرين . الاجور - ان الاجور المقررة للاطفال الداخليين تتراوح بين (١٠ - ١٦) دينارا على ان تؤخذ حالة الوالدين المالية بنظر الاعتبار ويقبل منهم حسب مقدرتهم المالية وللطلاب الخارجيين من ٥ - ٨ دنانير وتؤخذ الحالة المالية بنظر الاعتبار ايضا . اما الاطفال الفقراء فيقبلون مجانا على ان تكون نسبة الاطفال المقبولين مجانا الى الاطفال الباقين لا تتجاوز بنسبة ١ - ٤ . ان المدرسة مستعدة حاليا لقبول خمسة وعشرين طفلا في الدار الحالية عشرة منهم داخليون وخمسة عشر خارجيون مع العلم ان عدد الطلاب الخارجيين الموجودين حاليا في المدرسة هو عشرة طلاب .

Copy of the Letter ⟦Y⟧ou find below a copy of the letter from the administration of Ramzi School for Mentally Retarded Children containing sufficient details about the work and activities of this school, hoping for your support and guidance for families that embrace such children and sending those children you deem eligible, to whom the mentioned cases apply, to the referred school for the purpose of treatment and training. Signature / Acting Director of Social Services General Copy of the School's Letter This school is located in Bustan Kubba, south of Baghdad, Phone 3792, and the school can be contacted directly The school accepts mentally retarded children whether as boarding or day students. Acceptance is preceded by a medical examination conducted by a committee of specialists to decide that the child's mental state is not attributed to insanity, which is outside the scope of this school's work. And if any physical ailment is found during the medical examination, the patient is placed under the necessary treatment and training to return them to their natural mental state. Accepted students in the school are also subject to individual intelligence tests and their habits are studied, and an appropriate program is set to train their activities and habits, which they must follow. Children are also divided into groups with specific similar interests regarding age and ability for the same purpose. Children whose ages range between two to eighteen years are accepted. The purpose of this training is to give the child special training that suits their abilities, which can guarantee them a better future than if they were left in their family environment that does not suit them, while at the same time, the abnormal child is considered a major source of disturbance to other normal individuals. Fees - The fees set for boarding children range between (10 - 16) Dinars, provided that the financial status of the parents is taken into consideration, and they are accepted according to their financial capacity. For day students, from 5 - 8 Dinars, and the financial status is also taken into consideration. As for poor children, they are accepted for free, provided the ratio of children accepted for free to the remaining children does not exceed a ratio of 1 - 4. The school is currently ready to accept twenty-five children in the current building, ten of whom are boarders and fifteen are day students, knowing that the number of day students currently in the school is ten students. نص الفقرة (٤٤)

كان المجلس قد قرر بجلسته السابعة والعشرين المنعقدة في ٩ / ١٠ / ٥٢ اعادة المقترحات التي قدمها مدير الشؤون الفنية العام حول المساعدات المالية لتشجيع التأليف والترجمة والنشر لاعادة النظر فيها وقد اعيد تقديمها فاقرها المجلس بصيغتها التالية :-

١ - يشمل التشجيع الكتب التي فيها بحث وانتاج شخصي وترجمة الكتب القيمة التي لم يسبق ترجمتها للغة العربية . ٢ - لا يشمل التشجيع الكتب المدرسية ولا الكتب التي سبقت لها معونة ولا الكتب التي تم طبعها . ٣ - تعطى الارجحية في التشجيع لرسائل الدكتوراه عند تساوي الامور الاخرى في اهمية الموضوع او ما يقوم بتأليفه او ترجمته اشخاص ذوي مكانة علمية محترمة . ٤ - يقدم التأليف او المترجم الى وزارة المعارف ثم يحال الى مجلس التعليم العالي لتقديم توصياته . وبعد ذلك تعرض هذه التوصيات على مجلس المعارف للنظر فيها . ٥ - آ - لمجلس التعليم ان يقدم توصياته عن ترجمة الكتب المهمة من اللغات الاجنبية الى اللغة العربية وترشيح من يراه لائقا لترجمتها . ب - لمجلس التعليم العالي ان يتقدم بتوصيات حول تأليف كتب واجراء بحوث وان يرشح من يقوم بذلك . ٦ - يحدد موعد لانجاز الترجمة او التأليف وموعد لانجاز الطبع وتدفع المنحة للمؤلف او المترجم بعد الاتفاق مع المطبعة على الطبع بشرط ان يكون المخطوط جاهزا للطبع . ٧ - يكون التشجيع وفق الطريقة التالية (يدفع عن كل ملزمة مبلغ قدره - / ١٠ دنانير بشرط ان لا تقل عدد الكلمات في الملزمة الواحدة (اي ١٦ صفحة) عن الـ (٣٠٠٠) كلمة وفي حالة عدم توفر هذا الشرط فتحصى كلمات الكتاب وتعتبر كل ثلاثة آلاف كلمة ملزمة واحدة . ولا يجوز ان تتجاوز الـ ٢٠٠ دينارا بوجه من الوجوه . ٨ - يتعهد المؤلف او المترجم بتقديم (٥٠) نسخة من كتابه لوزارة المعارف وهذه النسخ يجب ان تكون مطبوعة على ورق صقيل بدون مقابل . ٩ - تصرف المبالغ المخصصة في ⟦ضمن⟧ ميزانية ديوان وزارة المعارف وفي ميزانية التعليم العالي لتشجيع التأليف والترجمة والنشر وفق القواعد المذكورة اعلاه باستثناء الكتب التي ينسب مجلس المعارف شراءها للمكتبات العامة ودور المعلمين والمعلمات . ١٠ - يجب ان تقدم طلبات المؤلفين والمترجمين قبل نهاية كانون الثاني من كل سنة .

Copy of the letter - We list for you the text of paragraph (44) of the resolutions of the Council of Education in its session held on 26 / 10 / 52 regarding the encouragement of authorship, translation, and publishing, to be acted upon accordingly. Signature / On behalf of the Minister of Education Text of paragraph (44) The Council had decided in its twenty-seventh session held on 9 / 10 / 52 to return the proposals submitted by the General Director of Technical Affairs regarding financial assistance to encourage authorship, translation, and publishing for reconsideration, and they have been resubmitted and approved by the Council in the following form:- 1 - Encouragement includes books that contain research and personal production and the translation of valuable books that have not been previously translated into Arabic. 2 - Encouragement does not include textbooks, books that have previously received aid, or books that have already been printed. 3 - Preference in encouragement is given to doctoral dissertations when other matters are equal in importance of the subject or what is authored or translated by persons of respected scientific standing. 4 - The author or translator submits to the Ministry of Education, then it is referred to the Council of Higher Education to submit its recommendations. Thereafter, these recommendations are presented to the Council of Education for consideration. 5 - A - The Council of Education may submit its recommendations regarding the translation of important books from foreign languages into Arabic and nominate whoever it deems suitable for their translation. B - The Council of Higher Education may submit recommendations regarding the authorship of books and the conduct of research and nominate those who shall undertake this. 6 - A deadline is set for completing the translation or authorship and a deadline for completing the printing, and the grant is paid to the author or translator after an agreement with the press for printing, provided that the manuscript is ready for printing. 7 - Encouragement shall be according to the following method (an amount of - / 10 Dinars is paid for each signature [quire], provided that the number of words in one signature (i.e., 16 pages) is not less than (3000) words. In case this condition is not met, the words of the book are counted and every three thousand words are considered one signature. It may not exceed 200 Dinars in any case. 8 - The author or translator undertakes to provide (50) copies of his book to the Ministry of Education, and these copies must be printed on gloss paper free of charge. 9 - The amounts allocated ⟦within⟧ the budget of the Ministry of Education's Diwan and in the budget of Higher Education are spent to encourage authorship, translation, and publishing according to the rules mentioned above, with the exception of books that the Council of Education assigns for purchase for public libraries and teacher training institutes for men and women. 10 - Requests from authors and translators must be submitted before the end of January of each year.

تحدث الاستاذ خليل السالم مندوب المملكة الاردنيه الهاشميه الى مؤتمر اليونسكو العام فبدا خطابه بالثناء على مدير المنظمة والاشادة بتقريره الشامل عن اعمال اليونسكـــــو ونشاطهــــــــــا .

ومضى الاستاذ يوضح مزايا المعلم وما تتيحه للانسان من فرص التقدم معلقا اهميـــــــة بالغة على عمل اليونسكو وسعيها نحو تحقيق الحرية الانسانية والعدل والســـــــلام .

ثم قال ( ان المبدأ الذى يمكن تبينه لتحديد افضل الصور والنشاط هو الفائـــــــدة الكبرى للعدد الاكبر . واشار الى ان افتقار العالم الى تربية عالمية هو سبب توتره سواء كـــــــــــان لتوتر عنصريا او اجتماعيا او سياسيا . واستطرد يقول ـ ان نصف سكان هذا الكوكـــــــب اميون ومرضى وفقراء ومن ثم تبدو ضرورة مشاريع التربية الاساسية فمن شانها ان تحرر الملايـــــــين من عبودية الجهل والفقر والمرض . ثم قال ( ان حاجة العالم تزداد اليوم الى المعرفــــــــــــة العلمية ونشرها وتقريبها الى الاذهان كما تزداد الى التعبير الحر وتبادل الراى اذ يؤدى ذلـــك الى تفاهم دولي وتماسك انساني واقترح الاستاذ السالم ان تستعمل بدلا من ( الاقطــــــــــــار المتخلفة والاقطار المتقدمه ) الفاظ ( الدول الفتيه والدول العريقة ) وقال ان بهــــــــــــذه الالفاظ الجديدة تتداعى معاني العطف والتشجيع والمساعدة كما تتداعى معاني الرغبــــــــة عند الصغار للاستفادة من خبرة الكبــــــــــــار .

Assistants of this Directorate Education 20/12/52 479 Speech of the Delegate of the Hashemite Kingdom of Jordan at the UNESCO General Conference ⟦line⟧ Mr. Khalil al-Salem, delegate of the Hashemite Kingdom of Jordan to the UNESCO General Conference, spoke and began his speech by praising the Director of the Organization and commending his comprehensive report on UNESCO's work and its activities. The professor went on to explain the merits of the teacher and the opportunities for progress they provide to humans, attaching great importance to the work of UNESCO and its pursuit of achieving human freedom, justice, and peace. Then he said (The principle that can be identified to determine the best forms and activity is the greatest benefit for the greatest number. He pointed out that the world's lack of a global education is the cause of its tension, whether the tension is racial, social, or political. He continued, saying - that half of the inhabitants of this planet are illiterate, sick, and poor, and hence the necessity of basic education projects appears, as they would liberate millions from the slavery of ignorance, poverty, and disease. Then he said (The world's need is increasing today for knowledge scientific and its dissemination and bringing it closer to minds, just as it increases for free expression and exchange of opinion, as that leads to international understanding and human cohesion. Mr. Al-Salem suggested using, instead of (underdeveloped countries and advanced countries), the terms (young nations and ancient nations) and said that with these new words, meanings of sympathy, encouragement, and assistance are evoked, as are meanings of desire among the young to benefit from the experience of the elders.

يرجى ان تنبهوا على كافة ادارات المدارس الثانوية في الويتكم لزوم احتفاظها بسجلات الدرجات التي يقدمها المدرسون والمدرسات اليها واعتبارها جزءاً من سجلات المدرسة الرسمية وعلى مديري المدارس ان يسجلوا الدرجات في سجلها الخاص وان تضبط بدقة واذا فرض ان حصل سهو او خطأ عند التسجيل فيجب الامتناع عن طمس او حك الدرجة المغلوطة ويكتفى بشطب بسيط عليها ثم كتابة الدرجة الصحيحة الى جانبها على ان يوقع هذا من مدير المدرسة نفسه لاغيره . فالحك والكشط وتعديل الرقم ذاته كل ذلك ممنوع منعا باتا في سجل الدرجات .

خطاب رئيس وفد العراق الى مؤتمر اليونسكو العــــــــــــــام

القى الدكتور محمد حسين ال ياسين رئيس وفد العراق الى مؤتمر اليونسكو العام فـــــــي دورته التعليميه المنعقده حاليا في باريس بيانا مسهبا استهله بالاشارة الى الدور الانساني النبيل الذى تنهض به اليونسكو في خضم هذا العالم القلق . ثم قال اذا كانت هذه الجهود الانسانية قد بلغت اطراف العالم فذلك يعود اساسا الى عمق الرسالة التي تؤديها المنظمة وسمو القصد الذى يحمله مديرها العام . وعبر الخطيب عن تقدير وفد العراق وحكومته لشخصية الدكتور توريز بوديت وما تتسم به مــــــن رفعة وما تبعثه في النفوس من احترام وحــــــــــــــب .

واستعرض رئيس وفد العراق الاسباب التي جعلت بلاده تالف الاتجاه الثقافي وهو اليوم يرسخ جهد تبذله الانسانية جمعاء . وتجعله اليونسكو هدفها الاسمى فقال ان العراق اذا سعى بعهـــــــد الحضارة فلانه ادرك قيمة التعليم منذ قبل الميلاد بثلاثة الاف وخمسمائة عام . ثم كان عهد ازدهـــــــار الاسلام فاختلطت الثقافات القديمة وخطت نحو الرقي خطورة واسعة . وعاد الخطيب الى مجد هـــــــرون الرشيد والمامون وحضارة بغداد وورد ما قاله كاتب انكليزي في ان الحركة الثقافية قد نشات في العالم الاسلامي قبل ان تنشا في الغرب بقرن او حوالي قرن وذكر مراكز البصرة والكوفة وبغداد والقاهرة وما اقيم فيها من جوامع وجامعات وما عرفته من فنون الزراعة والصناعة والملاحــــــــــــة .

وعاد رئيس وفد العراق يقول انه لا عجب اذن ان كان العراق يحرص على تحقيق غايات اليونسكو ويقدم لخيراتها كل مساعدة . ثم قال . ولكم رحب مجلس وزراء العراق باقتان اليونسكو الخاص بالتعليم الاجباري . ومضى يقول . ولكن العراق وان كان يغمس جهدا اليونسكو في ميادين التعليم المهنـــــــي والفني والعلمي . الا انه يراها ما تزال في دورها التجريبي ومن ثم تتطلب تركيزا وتوسعـــــــــــــــا ذلك ان العراق وهو قلب الشرق الاوسط يحتاج الى دراسات منهجية حديثة يقوم بها الشعــــــــــــــب العراقي بنفسه . لا لمجرد المساهمة في المعرفة الانسانية بل الخطو في سبيل التقدم الانسانـــــــي .

The speaker expressed the appreciation of the Iraqi delegation and its government for the personality of Dr. Torres Bodet and what it is characterized by of loftiness and what it inspires in souls of respect and love. The head of the Iraqi delegation reviewed the reasons that made his country familiar with the cultural direction, which today is consolidating as an effort exerted by all humanity. And UNESCO makes it its highest goal, saying that Iraq, if it seeks the era of civilization, it is because it recognized the value of education since three thousand five hundred years before Christ. Then was the era of the prosperity of Islam, so ancient cultures mixed and took a wide step toward progress. The speaker returned to the glory of Harun al-Rashid and al-Ma'mun and the civilization of Baghdad and cited what an English writer said that the cultural movement originated in the Islamic world a century or about a century before it originated in the West, and mentioned the centers of Basra, Kufa, Baghdad, and Cairo and what was established therein of mosques and universities and what it knew of the arts of agriculture, industry, and navigation. The head of the Iraqi delegation returned to say that it is no wonder then that Iraq is keen to achieve the goals of UNESCO and provides all assistance for its benefits. He then said, the Iraqi Council of Ministers has greatly welcomed UNESCO's proposal regarding compulsory education. He continued, but Iraq, while it appreciates UNESCO's efforts in the fields of vocational, technical, and scientific education, views them as still in their experimental stage and therefore require concentration and expansion, as Iraq, being the heart of the Middle East, needs modern systematic studies carried out by the Iraqi people themselves. نقدم اليكم الاعداد المدونة ارقامها وتواريخها ادناه من نشرة ( نضال الشعب ) وهي الجريدة المركزية للحزب الشيوعي في سوريا ولبنان وقد وردت بالبريد بالطريقة المشروحة بكتابنا المشار اليه اعلاه وهي معنونة الى جهات مختلفة في بغداد والسليمانية والى بعض الكليات .

وتحتوى هذه الاعداد على مواضيع وابحاث مختلفة كتبت بمناسبة عقد المؤتمر التاسع عشر للحزب الشيوعي للاتحاد السوفيتي فقد تضمن العدد المذكور في <del>الفقرة</del> الفقرة الاولى ادناه - وهو عدد خاص على النصوص الكاملة لمجمل الوثائق التي اذيعت على اثر اعلان قرار الدعوة الى انعقاد المؤتمر الانف الذكر وهي جدول اعمال المؤتمر وطريقة انتخاب المندوبين اليه وطريقة تمثيلهم فيه وتوجيهات المؤتمر بشان برنامج السنوات الخمس الخامس لتطوير الاتحاد السوفيتي لاعوام (٥١/٥٢) في ميادين الصناعة والزراعة والتجارة والنقليات وتحسين الرفاه المادي والثقافي والصحة العامة للشعب ) ومشروع النظام الداخلي الجديد للحزب الشيوعي في الاتحاد السوفيتي . اما العدد المذكور في الفقرة الثانية فقد تضمن التحية التي وجهتها اللجنة المركزية للحزب الشيوعي في سوريا ولبنان الى المؤتمر التاسع عشر المذكور آنفا كما تضمن مقتطفات من تقرير خالد بكتاش الامين العام للحزب الشيوعي في سوريا ولبنان حول طبيعة الحكم في سوريا وموقف الاحزاب منه والنضال لاجل الجبهة الشعبية والتقرير المذكور يتضمن حملة شديدة ضد الدكتاتورية العسكرية في سوريا بصفة خاصة واخير تضمن العدد المشار اليه بحثا عن تطورات الوضع في لبنان في عهد الرئيس السابق بشارة الخوري والرئيس الجديد كميل شمعون اما العدد الثالث المذكور في الفقرة الثالثة ادناه فقد تضمن خطاب ستالين في المؤتمر المنوه عنه آنفا . وخطاب خالد بكتاش في نفس المؤتمر المذكور الذي يعلن فيه صداقة الشعبين السوري واللبناني للاتحاد السوفياتي وكفاحه ضد المشاريع الاستعمارية وعلى الاخص مشروع قيادة الشرق الاوسط وكفاحه في سبيل السلم وفي سبيل حياة افضل كما يعلن فيه ولاء شيوعيوا سوريا ولبنان الى قائدهم العظيم ستالين على حد تعبيره . ويحتوي هذا العدد ايضا على بحث يتعلق بالذكرى الخامسة والثلاثون لثورة اكتوبر الاشتراكية وبعض المواضيع الاخرى التي تعالجها الاحزاب الشيوعية .

We present to you the issues whose numbers and dates are listed below from the bulletin (Nidal al-Sha'ab - Struggle of the People), which is the central newspaper of the Communist Party in Syria and Lebanon. It was received by mail in the manner explained in our aforementioned letter and is addressed to various parties in Baghdad, Sulaymaniyah, and to some colleges. These issues contain various topics and research written on the occasion of the convening of the 19th Congress of the Communist Party of the Soviet Union. The issue mentioned in <del>paragraph</del> the first paragraph below—which is a special issue—contains the full texts of the total documents broadcast following the announcement of the decision to call for the aforementioned congress. These include the congress agenda, the method of electing delegates to it, their representation, and the congress directives regarding the fifth five-year plan for the development of the Soviet Union for the years (51/52) in the fields of industry, agriculture, trade, transport, and the improvement of material and cultural welfare and public health of the people) and the draft of the new internal statutes of the Communist Party of the Soviet Union. As for the issue mentioned in the second paragraph, it included the greeting sent by the Central Committee of the Communist Party in Syria and Lebanon to the aforementioned 19th Congress. It also included excerpts from the report of Khalid Bakdash, the Secretary General of the Communist Party in Syria and Lebanon, regarding the nature of governance in Syria, the stance of parties toward it, and the struggle for the Popular Front. The aforementioned report contains a severe campaign against the military dictatorship in Syria in particular. Finally, the referred issue contained a study on the developments of the situation in Lebanon during the era of the former President Bechara al-Khoury and the new President Camille Chamoun. As for the third issue mentioned in the third paragraph below, it included Stalin's speech at the aforementioned congress, and Khalid Bakdash's speech at the same congress, in which he announces the friendship of the Syrian and Lebanese peoples for the Soviet Union and their struggle against colonial projects, specifically the Middle East Command project, and their struggle for peace and a better life. He also announces the loyalty of the communists of Syria and Lebanon to their great leader Stalin, as he expressed it. This issue also contains a study related to the thirty-fifth anniversary of the October Socialist Revolution and some other topics handled by the Communist parties. في نطاقه الواسع . ومن ثم الح الدكتور ال ياسين على طلب العراق السابق الى اليونسكو فيما يتعلق بانشاء مركز حديث للبحوث في بغداد وانتقل الى بيان نقطة مهمة تتعلق باستعمال اللغـــــــــــــة العربية في اليونسكو كوسيلة للتعبير عن اغراض المنظمة ووجوه نشاطها الى البلاد العربية والاسلاميـــــــــة وهي بلاد متعددة واسعة لا يجب ان تغفلها المنظمة . ومن ثم طالب الخطيب بان تنشيء المنظمـــــــــة في بغداد سكرتارية مركزية تتولى اعمال الترجمة والمطبوعات العربية بحيث تصبح صلة بين مثل اليونسكو وعقول الشعوب التي تستخدم اللغة العربية . ثم قال . ولا يجب على الاخص ان تقف الاعتبارات الماليـــــــــــــة عائقا في سبيل انشاء هذه الادارة الحيويــــــــــــــــة .

وتناول الدكتور ال ياسين مشكلة اللاجئين العرب فقال انها مشكلة معقدة تثير القلق والاهتمام معا . وان هناك مئات الالوف من ابناء اللاجئين وبناتهم ينتظرون العون والتعليم . ثم قال . ان منظمتي اليونسكو والاونروا يجب ان تضاعفا جهودهما للوصول الى نتائج ايجابيه فعاليـــــــــــــة ترفع غائلة الظلم عن هؤلاء اللاجئين من عرب فلسطـــــــــــــين .

واختتم الدكتور ال ياسين خطابه بقوله .

⟦Continuation of the letter numbered 2592 and dated 12/2/1952⟧ 2 within its broad scope. Consequently, Dr. Al-Yassin urged Iraq's previous request to UNESCO regarding the establishment of a modern research center in Baghdad, and moved on to state an important point regarding the use of the Arabic language in UNESCO as a means of expressing the organization's goals and activities to the Arab and Islamic countries, which are numerous and vast countries that the organization must not ignore. Consequently, the speaker demanded that the organization establish a central secretariat in Baghdad to handle translation work and Arabic publications so that it becomes a link between UNESCO's ideals and the minds of the peoples who use the Arabic language. Then he said: Especially, financial considerations must not stand as an obstacle in the way of establishing this vital administration. Dr. Al-Yassin addressed the problem of Arab refugees, saying that it is a complex problem that raises concern and interest alike. And that there are hundreds of thousands of refugee sons and daughters waiting for aid and education. Then he said: The UNESCO and UNRWA organizations must double their efforts to reach positive and effective results that remove the scourge of injustice from these refugees of the Arabs of Palestine. تنعقد اللجنة الاستشارية لمنظمة اليونسكو وهي اللجنة الخاصة بالابحاث في المناطق الجدبة من ٢٩ سبتمبر حتى اول اكتوبر في الجمعية الملكية في لندن لدراسة الخطط لاستثمار المصادر الطبيعية في المناطق القاحلة بواسطة الرياح والطاقة الشمسية . وسوف تهتم اللجنة ايضا بمشاكل اخرى تتعلق بهذه البحوث ومنها اقامة مراكز لاستغلال هذه المناطق .

والغرض من هذه اللجنة هو مساعدة المنظمة في مهمتها في الوصول الى التعاون العالمي وتبادل التجارب على نطاق واسع حتى يصبح اكثر من ربع سطح الارض ذي قيمة انتاجية للانسان .

وهناك غايتان من البحث في هذا الميدان . اولا - الاستفادة من التجارب والمشاريع التي اجريت في انحاء العالم المختلفة . ثانيا - المساعدة في خلق وتوسيع مراكز البحث لدراسة مشاكل المناطق القاحلة . وتقوم اليونسكو في كل عام بدراسة موضوع معين يتعلق ببحوث هذه المشكلة . ففي عام ١٩٥١ كانت مسألة المياه المشكلة الاولى التي تتعلق بالمناطق الجدبة كان الجدب او بعضه فقام ثمانية علماء وقد موا تقريرهم الفني عن المشكلة . كما اجتمع العلماء في شهر ابريل الماضي في انقره وانتهوا الى تعيين خبراء يشتغلون الخواص التي تتميز بها المياه في باطن الاراضي القاحلة .

وتقوم اليونسكو هذا العام بدراسة موضوع جديد هو علاقة النباتات بالبيئة وقد عينت لهذا فئة من الاختصاصيين للقيام بالبحث والتجربة املا في الوصول الى معرفة انواع النباتات التي تتحمل ظروفا جفافا فعلى ان يقدم هؤلاء الاخصائيون تقاريرهم الى مؤتمر دولي ستنظمه اليونسكو خلال عام ١٩٥٣ في احدى دول امريكا اللاتينية .

The committee will also concern itself with other problems related to this research, including establishing centers for the exploitation of these regions. The purpose of this committee is to assist the organization in its mission to achieve international cooperation and exchange experiences on a large scale so that more than a quarter of the Earth's surface becomes of productive value to humans. There are two goals for research in this field. First - To benefit from experiences and projects conducted in various parts of the world. Second - To assist in creating and expanding research centers to study problems of arid regions. Each year, UNESCO conducts a study on a specific topic related to research on this problem. In 1951, the issue of water was the first problem related to arid regions, whether it was total drought or partial, and eight scientists submitted their technical report on the problem. Scientists also met last April in Ankara and concluded by appointing experts to work on the characteristics that distinguish water beneath the surface of arid lands. اجتمع في جنيف اخيرا مندوبو خمس وثلاثين دولة للتوقيع على الاتفاقية العالمية التي وضعت صيغتها منظمة اليونسكو . وقد انعقد هذا المؤتمر منذ منتصف اغسطس الماضي حتى السادس مـــــن سبتمبر واشاد اعضاؤه مما يجد باهمية هذه الاتفاقية فاكد الاستاذ " بلينيو بولا " مندوب سويسرا ورئيس المؤتمــــــــــــر ان من شان الاتفاقية الجديدة ان تحقق العدالة والتعاون الفكرى في العالم .

وكانت تخضع حقوق التاليف حتى الان لتشريعات مختلفة متباينة بل ومتناقضه احيانــــــــــــــا ففي تشريع اتحاد برن " الخاص بالدول الاوروبية وحدها وهناك تشريعات " واشنطن " و " مونتفيديو " التي تقتصر على الدول الامريكية بينما نرى معظم بلاد الشرقين الاوسط واقصى في معزل عن هذه التشريعات جميعهــــــــــــــــــــــا .

وعلى هذا النحو لم يكن هناك قانون دولي يحمي حقوق المؤلف في جميع البلاد بل هناك مـــــن الدول من لا يتعترف للمؤلفين الاجانب باية حقوق على ترجمة مؤلفاتــــــــــــه . اما الاتفاقية الجديدة فتقر مبدا اساسيا عاما يقضي بمعالمة المؤلفين جميعا معاملة واحــــــــــدة ولتضاع تاليفهم لقانون تعم فوائده على المؤلفين من اجانب ووطنيــــــــــــــين . ولما كان المقصود من هذه الحماية ان تكون مجدية كافية فقد راى المشرعون ان يستمر مفعولهـــــــا ٢٥ عاما بعد وفاة المؤلــــــــــــــــــــف .

وانتقل رئيس الوفد السوري الى مشكلة تعليم ابناء اللاجئين الفلسطينيين فاكد ان حالتهم تثير الشفقة وقال ان الحكومة السورية تستقبل في مدارسها تسعة الاف من هؤلاء الاطفال وتقدم مساعدات مالية لعدد اخر خاصة تقسم لثلاثة الاف غيرهم . ولكن هناك الوفا سواهم لا يزالون ضحية الجهل وتضيق امكانية الحكومة عن تعليمهم فيجدر اذن بمنظمتي الامم المتحدة واليونسكو ان ترفدا هذا الذين منهم عملا بنصوص الاعلان العالمي لحقوق الانسان .

ولاحظ معالي وزير التربية السورية ان نطاق العمل في ميادين التربية والعلم والثقافة يزداد اتساعا بحيث لا يمكن حصره في برنامج تقوم اليونسكو بتحقيقه في سنة واحدة . وهذا مما ينبغي ان يحمل الوفد السوري على المطالبة بان يتاح لليونسكو ان تفصل بين المشاريع التي تقوم بها هي وتلك التي يقتضي ان تنهض بها الدول الاعضاء والمنظمات الاخرى المتخصصة اقتصاديا في الحدود والاموال .

ولفت معالي الدكتور طيارة انتباه المؤتمر العام الرابع ⟦بمهمة⟧ تحديد اولا ان يقسم التعاون بين اليونسكو والمنظمات غير الحكومية بالنظر الى اهميته . على اساس اتفاق يحدد نوع العمل ومداه . واسف ان تكون جهود المنظمات قد اقتصرت حتى الان على البلاد الغربية بينما الشرق احوج الى فوائدها .

ثم تحدث عن المؤتمرات والدورات الدراسية في الاقاليم فاظهر منفعتها وتمنى لو عنيت اليونسكو والدول الاعضاء بتحقيق ما تضعه من توصيات وقرارات .

وتناول بعد ذلك مشكلة خبراء المساعدة الفنية فلاحظ ان هؤلاء الخبراء كثيرا ما يصرفون الوقت في دراسة الاحوال الاجتماعية والاقتصادية فتمنى لو اتفقت اليونسكو مع الهيئات المتخصصة على انشاء مراكز لتحضير هؤلاء الخبراء . ثم طالب بزيادة حصة سوريا من البعثات التي تمنحها اليونسكو لمثقفي الخارج واخير اشار الوزير السوري الى ضرورة استخدام اللغة العربية في اعمال اليونسكو الخاصة بترجمة المطبوعات ونشرها حتى تكون صلة بين المنظمة وملايين الناطقين بهذه اللغة .

وطالب بزيادة القائمين بالاعمال الفنية في المنظمة واحلالهم مرتبة تتناسب واهمية الرسالة التي يؤدونها واختتم رئيس الوفد السوري خطابه مؤكدا ان معالم السلام ينبغي ان تقوم في اذهان البشر على اساس من الحرية . ولا يمكن نشر السلام ما لم تأخذ الحكومات والشعوب بمبادئ العدل والحرية ليس فقط داخل اليونسكو بل في خارجها ايضا . وخطأ ان نعتبر ان المشاكل التي نصطدم بها في ميدان العلاقات السياسية هي من طراز فني بحت . ولا يمكن في الوقت الحاضر ان يستقر السلام في هذا العالم الا على طريق ثورة فكرية فالصداقة لا تقوم على القوة والضغينة والكبرياء والصد وان ولن ينقذ العالم الا تجدد روحي ويجب ان ترتكز الدول كما ينص على ذلك ميثاقنا - على اسس التعاون الفكري والاخلاقي .

His Excellency Dr. Tayyara drew the attention of the Fourth General Conference to ⟦the mission of⟧ defining first how cooperation between UNESCO and non-governmental organizations should be divided, given its importance, on the basis of an agreement that defines the type and scope of work. He regretted that the efforts of organizations have so far been limited to Western countries, while the East is more in need of their benefits. Then he spoke about conferences and study courses in the regions, showing their utility, and hoped that UNESCO and member states would take care to implement the recommendations and resolutions they set. After that, he addressed the problem of technical assistance experts, noting that these experts often spend time studying social and economic conditions. He hoped that UNESCO would agree with specialized bodies on establishing centers to prepare these experts. Then he demanded an increase in Syria's share of missions granted by UNESCO to intellectuals abroad. Finally, the Syrian minister pointed to the necessity of using the Arabic language in UNESCO's work related to translating and publishing publications so that there is a link between the organization and millions of speakers of this language. He demanded an increase in those performing technical work in the organization and placing them in a rank appropriate to the importance of the mission they perform. The head of the Syrian delegation concluded his speech by emphasizing that the landmarks of peace should be established in the minds of humans on a basis of freedom. Peace cannot be spread unless governments and peoples adopt the principles of justice and freedom, not only inside UNESCO but outside it as well. It is a mistake to consider that the problems we clash with in the field of political relations are of a purely technical nature. It is impossible at the present time for peace to stabilize in this world except through an intellectual revolution; for friendship is not built on force, grudge, pride, and rejection.
